What about users who dislike animation?
Reduced-motion is a first-class path, not an afterthought: the system specifies what every choreography collapses to when the user opts out, so the interface stays coherent either way.
Can motion systems hurt performance?
Untended, yes: which is why tokens carry budgets and the reference implementations are measured on the same mid-range phones as everything else we ship.
